The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through current data. From observation points, defense planes that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.

Continuous Dangers

Not long after, a automatic firearm opened up on a aerial vehicle in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, damage and utility failures in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's essential dependence on international aid – a dependence that regional partners are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a principle understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unfeasible to compel Moscow to relinquish the land that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from assuming that the situation will not shift further in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its favour.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
