Extremely High Pollution Readings

Several parts of the capital recorded an pollution measurement exceeding 500, which equals 10x the safe limit recommended by the World Health Organization.

Certain monitoring stations, concentrations of PM2.5 and PM10 reached peaks of 1,800, amounting to 15-20x exceeding acceptable levels.

Pyrotechnics Ban and Recent Developments

Since 2020, the government had implemented a total prohibition on the sale and use of pyrotechnics during Diwali due to their substantial impact to the dangerous smog that blankets the capital as colder weather begins.

Yet recently, the current local leadership appealed to the highest court to propose a relaxation of the prohibition.

The suggestion was allowing "green crackers" – historically doubted by conservation groups as being only approximately one-third reduced emissions – as a balance between "cultural practices and public health".

Legal Decision and Implementation

Despite concerns of public health and environmental campaigners, judicial authorities complied with the proposal, specifying that eco-friendly pyrotechnics could be set off during designated periods throughout the Diwali.

During the celebrations, there was considerable flouting of the designated hours across the capital, with insufficient enforcement regarding whether the fireworks being used were actually the eco-friendly type.

Many monitoring devices throughout the city showed air quality spiking around late evening to some of the worst levels seen during the festival in at least the past three years.

Cross-Border Implications

Extensive ignition of pyrotechnics during the festival also sparked a dispute with adjacent the neighboring country, with representatives in Pakistan's the Punjab region partly blaming worsening atmospheric conditions in the city of Lahore on contaminants coming from India following the festivities.

Chronic Environmental Issue

The dangerously high levels of air contamination in the capital have continued as a serious challenge for fifteen-plus years, with the situation showing no improvement.

Around Diwali, the levels of toxic particulate matter in the atmosphere has been found to increase dramatically to significantly exceeding the most severe records ever documented in China's capital, which was once regarded as the planet's dirtiest city.

Various Contamination Sources

This crisis in the capital is attributed to a convergence of various sources including automobile exhaust, construction debris, development work, garbage fires and pollutants from agricultural fires in adjacent regions of neighboring agricultural zones.

In these regions, rural residents illegally set their fields on fire to prepare for next season, producing hazardous haze that then gets trapped over the city as cooler air descends.

Public Health and Financial Impact

Both financial and medical toll on the nearly 33 million inhabitants residing in the metropolitan zone is enormous, according to multiple research.

These hazardous conditions causes elevated rates of nervous system, cardiovascular and breathing diseases, and can even lead to oncological diseases.

The pollution is estimated to be accounting for ten thousand premature fatalities each year in the capital.
